The four main roles of the OFC are to: (1) coordinate the roles of federal agencies associated with an ANGPA or Alaska Natural Gas Transportation Act (ANGTA) project; (2) ensure compliance of a project with either ANGDA or ANGTA; (3) carry out the significant roles of the federal Inspector under an ANGTA filing: and (4) provide a liaison function to ensure adequate communication with Congress, and state, federal and Canadian agencies.
The three companies identified four areas of concern in the rules that they say "run counter to law and/or existing FERC precedent, and that are contrary to the primary goal of ANGPA (Alaska Natural Gas Pipeline Act) to advance the timely permitting and construction of an Alaskan natural gas pipeline," according to the letter written by attorneys for the three companies.
For some strange reason, the ANGPA required FERC to issue a final rule on how an open season for the Alaskan gas would be conducted within 120 days after the bill passed.
