Congress did establish the
Office of Noise Abatement and Control (ONAC), as well as federal
standards for business, industries, and communities, and it did begin
researching the effects of sound exposures. When the Noise Abatement and Control office was
defunded in 1982, hundreds of similar state and local programs died
along with it. About a quarter of their antipollution spending goes into
capital investments for pollution abatement and control technologies,
such as stack-gas scrubbers and clean coal technologies. |
