Administrators of these programs may be able to access partial funding from the federal Assets for Independence Act of 1998 (AFIA), or from such state policies as Missouri's Family Development Accounts (FDA) (Christy-McMullin, under review).
The Assets for Independence Act of 1998 reinforced the emphasis on asset building for lower-income households by providing additional resources for IDAs.
IDAs were first funded by the federal government in 1999 through the Assets for Independence Act which enjoyed broad bipartisan support in Congress.
