This law, passed in 1996, has, in effect, allowed the INS to hold in detention indefinitely those individuals awaiting departure after final deportation orders. Alba said the LAPD's Criminal Conspiracy Section makes about nine arrests a month involving people making such casual references at counters or awaiting departure.
