New York created the BCP in 2003 to provide greater incentives for the reuse and redevelopment of brownfields, defined as "any real property, the redevelopment or reuse of which may be complicated by the presence or potential presence of a contaminant. One presents the BCP as a finished product; the other shows it as a work in progress.
