Some 823 people signed a petition asking for the lane to be redesignated from a byway open to all traffic to a public footpath or bridleway.
The council published an order last September to recognise the lane between Cefn Coed Road and Farm Drive as a byway open to all traffic, which was appealed.
At present, the path is classified as a Road used as a Public Path (RUPP) but the Wildlife and Countryside Act requires that all RUPPs must be reclassified either as a byway open to all traffic, a bridleway or a footpath.
