CAAL calls upon community colleges, adult education programs and postsecondary state governance authorities to mandate clearly articulated programs to increase transitions from adult education to postsecondary education.
This has been a sleeper issue for a long time," said CAAL Vice President and Study Director Forrest Chisman, referring to the potential of adult and developmental programs for preparing more people for skilled jobs.
CAAL is planning to present its findings from the project at key professional meetings in the coming year.
A task force convened by CAAL has been working for more than two years to gauge the "state of affairs" of adult basic education initiatives around the nation, raise awareness of the importance of such programs and find ways to strengthen them.
The report is the sixth working paper in a series on the role of community colleges in adult education and literacy, all commissioned by the New York City-based CAAL and funded through foundation grants and private donations.
Five appendices are included: (1) Executive Summary; (2) Acknowledgments; (3) College Fact Sheet, Colleges Participating in CAAL Meeting June 9-10, 2005; (4) Innovative Practices Documents by Colleges in CAAL Community College ESL Project; and (5) VESL Immersion Program (VIP) College of San Francisco.
