The Sacramento-based CBIA also notes that overall housing starts fell 10 percent from March to April, but it appears that building is starting to level out. Layne Marceau, 2006 CBIA Chairman and a Bay Area homebuilder, said in a statement that lower production levels this year will make it harder to get ahead of still-strong housing demand, generated in large part by the fact that the state's population is growing by nearly 600,000 people a year. Rivinius said CBIA feels it would be fair to have one-third of the cost of school construction come from the state, one-third from local bond issues and one-third from development fees. |
