Recognizing the need for a highly skilled workforce, CAAB was formed under the direction of Giblin and local leaders of business and higher education.
Though federal funding for the program was trimmed in 2007, Colleen Dailey, executive director of CAAB, says private sources have made up the difference.
The CAAB will be promoting more co-operation between agencies, reporting on residential accommodation and working with the HSE on children in care.
