Court of Appeals for the Armed Forces (hereafter CAAF) to issue process under the SCA, because in the context of a UCMJ criminal investigation, CAAF is "[a] United States court of appeals having jurisdiction over the offense being investigated.
Eventually, there will be further clarification from CAAF, unless Congress changes the statute.
CAAF will be discussing whether to use direct mail for future appeals to the extent that we have in the past.
