One reason is the hundreds of millions of dollars in penalties California taxpayers shell out each year because Sacramento has failed to meet federal requirements for automating its child support enforcement program, and because food stamps continue to be issued erroneously by the counties, which administer both programs.
States administer child support enforcement programs through state and local offices, but the federal government plays a large role in funding and overseeing the programs.
Four years ago, the Urban Institute released a disturbing report on the nation's child support enforcement programs.
