I learned how resource-poor communities heavily depended upon state funds and certain federal funds (such as Title XX--also needed for many other activities such as adult protective services) to cobble together resources for up-front core child welfare services. The author uses research from the fields of social policy, psychology and sociology to describe how child welfare services have attempted to engage fathers in the parenting process, and she develops a theoretical perspective based upon her own experiences as an educator in the field. The Government asked him to carry out an urgent nationwide review of child welfare services in the wake of Baby P's violent death in 2007 while on the child protection register. |
