Energy Star is a voluntary labeling program created in response to the Clean Air Act amendments of 1990, and the Energy Policy Act of 1992 and jointly administered by the Environmental Protection Agency (EPA) and DOE.
This is due, in large part, to the Clean Air Act Amendments of 1990, as industry groups and government agencies have sought better emission factors in order to meet the various mandates.
After Congress passed the Clean Air Act Amendments of 1990, requiring that oxygenates be added to fuel in the most heavily polluted areas of the country, MTBE became the additive of choice.
