For most developing countries, the Principle of the Common Heritage of Mankind means that the exploitation of the resources of the Area must be for the benefit mainly of the developing countries.
The controversial heart of UNCLOS is its declaration of the deep seabed outside national jurisdiction as "the common heritage of mankind," with profits derived from it to be shared by all countries.
Many would see this as a legitimate question to ask at a time when the industrialization of world beat is moving in the same direction as a pharmaceutical industry that rips off the medical knowledge of the shaman, treats patentable drugs as "the common heritage of mankind," and seeks in some cases to actually patent plant genes for its biotechnology sector.
