The Commonwealth Grants Commission (CGC) makes recommendations on the distribution of funds raised by the Commonwealth, taking account of vertical imbalance (the Commonwealth raises more taxes than it spends whereas the states spend more money than they raise) and horizontal imbalance (arising from variations at the state level in taxing capacity and costs of services).
