The ABA, Conference of Chief Justices, Conference of State Court Administrators, and League of Women Voters sponsored the meeting in cooperation with the NCSC. A similar provision that would apply only to claims based on Y2K defects brought vocal opposition from the Judicial Conference of the United States and the Conference of Chief Justices. The Conference of Chief Justices, which consists of the highest-ranking judge or justice in each state, believes that federal review of state convictions duplicates the work of state courts, prolongs state proceedings, and causes unnecessary tension between state and federal courts. |
