The agreement signed in 1999 by the Congo, Rwanda, Angola, Namibia, Rwanda, Zimbabwe, and the Congolese rebel groups known as the Congolese Liberation Movement (MLC) and the Congolese Rally for Democracy (RCD) provides a framework for resolution of the DRC conflict. Moise Nyarugabo, a leader of the Congolese Rally for Democracy, one of the resistance groups, says: `The participants in the Great Lakes Round Table have drawn up a balance sheet of the situation on the ground: war, death, hatred, poverty, distrust and despair. The Inter-Congolese Dialogue, begun in Sun City, South Africa on 25 February, was temporarily suspended following hostilities, but resumed on 21 March after the Government and the Congolese Rally for Democracy (RCD) agreed to withdraw troops from disputed towns. |
