During a teleconference on 27 August, the Defense Coordinating Officer and the brigade's DSCA planner were told they would deploy to Baton Rouge, Louisiana, to link up with a FEMA-led federal team already en route. With buy-in from combatant commands and other interagency players, DSCA developed and launched a Three Phase Approach (TPA) to respond to C4ISR requests. The DSCA is responsible for planning, coordinating, and managing DoD Security Assistance programs for the transfer of defense articles, services, and technology to foreign governments and international agencies. |
