Each bond series issued under the master trust agreement is secured by separate portfolios of SRF loans and may also be secured by a debt service reserve funded from CWSRF and/or DWSRF federal capitalization grants, bond proceeds or other available funds. With this issue, approximately 3% of outstanding loans are made to private and investor-owned utilities through New Jersey's DWSRF. Other strengths include a cross-collateralization feature of the separate CWSRF and DWSRF programs, which allows reserves from one program to be available for use by the other, as well as conservative underwriting standards. |
