At the end of 1997, acquisition reform efforts were centered in an office called the Defense Reform Initiative (DRI). Department of Defense Reform Initiative Directive (DRID) #47, End-To-End Procurement Process, and DRID #53, Reconciliation of Contracts and the Mechanization of Contract Administrative Service (MOCAS) System, are part of the effort within the Department of Defense (DoD) to improve our business practices and create the preeminent procurement system in the federal government. On March 13, 1998, personnel assigned to the Defense Department's humanitarian assistance and demining programs in the Pentagon were reassigned to DSCA from the office of the Under Secretary of Defense (Policy) pursuant to a decision reflected in the Defense Reform Initiative (DRI). |
