In a similar incident during another division capstone exercise at the NTC the following November, personnel used MTS messaging to communicate with medics, who instructed them on how to conduct medical triage and provide stabilizing medical care to the victim until medical personnel arrived.
This doctrinal shortfall was clear during the 4th Division Battle Command Training Program (BCTP) Warfighter exercise in December 2000 at Fort Hood and Phase I of the Division Capstone Exercise held in March 2001 at the National Training Center (NTC), Fort Irwin, California.
The Division Capstone Exercise (DCX), conducted in two phases at the National Training Center, Fort Irwin, California (DCX I), and at Fort Hood, Texas (DCX II), better refined command, control, communications, computers, intelligence, surveillance, and reconnaissance (C4ISR) requirements (see "Assessing Engineer Priorities in the Division Capstone Exercise," Engineer, February 2002).
