The figures showed that last year more than 50 per cent of those convicted of possessing heroin were fined but fewer than three per cent were given a drug treatment and testing order (DTTO).
In a briefing note, Mr Davis said drug treatment and testing orders offered abstinence based treatment to just 5% of addicts - while 80%re-offended within two years.
The court heard that Randle, who was described at the previous hearing as 'a wretched nuisance', was a persistent offender with a number of convictions for offences including shoplifting, and in May was given a Drug Treatment and Testing Order (DTTO) for a theft offence.
