Touching on the environmental dimension of the envisaged ECSEE agreement, Dr Busek said there was no doubt it would need to include "environmental commitments and timetables with a binding legal force".
Under the Athens Memorandum of Understanding (MoU) signed on November 15, 2002, full members of the ECSEE were obliged to implement national legislation creating electricity regulators and transmission system operators by June 2003 and to open the market for all non-domestic consumers by June 2005.
The idea has also been raised of organising a two-day conference on the subject in early October in Bucharest, Romania, featuring key parliamentarians from the ECSEE countries, social partners and other representatives of civil society.
