Existing and projected field manuals stress the importance of detailed organization of EEA in combats and operations of various types, the need for continuous efforts by commanders and staffs of all levels to manage the process of effective engagement during combat activities, point out the entities responsible for all activities related to the organization and implementation of effective engagement, give lists of documents being drafted and sum up their substance.
The EEA hasn't been comatose, but since March 2000, EEA activity has publicly surfaced in only a couple of dozen cases.
