The simple fact is that local government revenues have grown by a greater percentage than school districts--even when you account for ERAF property tax shifts.
According to a CLWA Floor Alert in opposition to Torlakson's bill, SB 407 would ``further enshrine the ERAF concept as a component of California fiscal policy, contrary to the recent attempts to eliminate ERAF and restore property taxes to local government entities.
``We now have a history of the state taking property tax money when they did the ERAF shift 12 years ago, VLF monies in 1998 with a promise they would keep us whole and in this budget, the sales tax.
