They had made a results-based approach to federal education programs a major component of their "Three R's" proposal--on which much of the Bush plan and the final ESBA legislation were based.
Other important federal programs include the Individuals with Disabilities Education Act and vocational education, but about 80 percent of federal money in education relates to ESBA.
