ETOA, the European Travel Agents and Tour Operators Association (ECTAA) and the International Road Transport Union (IRU) have issued a joint call for the European institutions to complete the decision-making process.
ETOA executive director Tom Jenkins said although hotels were full during the games, Olympic visitors were not big consumers of excursions or attractions.
According to the ETOA, this deters people from including the UK on a European tour, and tour operators were having to devise European itineraries that avoided Britain.
