Implementing Joint Chiefs of Staff (JCS) Directive 1067, ETOUSA furnished more specific guidance on 29 June 1945, than heretofore.
After the arrival of Colonel David Bruce, CO, OSS, ETOUSA, I explained to him what had taken place in the town up to this time and offered my services to him in any way in which I might be useful provided that my actions did not violate the Geneva Convention or that any of them should in anyway prejudice my fellow war correspondents.
