The functions of the FEADS were transferred to the PGR, giving Macedo greater control over anti-drug operations (see SourceMex, 2003-01-29).
The PGR launched its investigation of FEADS operations after two alleged drug traffickers testified that anti-drug agents in Tijuana had attempted to extort US$2 million from them in exchange for their release and the return of several tons of confiscated marijuana.
FEADS officials said they were alerted to the possibility by agents of the US Drug Enforcement Administration (DEA), who, under an agreement with the Mexican government, are allowed to conduct investigations in Mexican territory as long as they do not carry weapons.
