For example, during the FLQ crisis in 1972, a dozen or so people killed a Quebec cabinet minister and kidnapped a British diplomat. Bruce Powe foreshadowed the subsequent FLQ Crisis with his 1968 publication of Killing Ground: The Canadian Civil War. While the government was forced to withdraw and redraft the legislation following the successful mobilization of Canadian civil society, the vilification and demonization of those who dissent, and the criminalization of dissent, challenged Canadian civil liberties to a degree not witnessed since the War Measures Act was imposed in 1970 during the FLQ crisis. |
