In September 2001, the Senate Select Committee on Intelligence (SSCI), in a report accompanying its approved fiscal year (FY) 2002 intelligence authorization bill, endorsed IC efforts to exploit financial intelligence, and noted that the Treasury Department's FTATC concept showed promise in providing terrorist financial analysis.
The SSCI noted its dissatisfaction and included a provision in the FY2003 intelligence authorization, subsequently approved by the House, establishing the FTATC at CIA, and placing it under DCI control.
