We must reassert the language of choice while expanding the debate around values of responsible parenthood and family self-sufficiency, of fairness, of women's health and child survival and of family well-being. The Long-Term Family Self-Sufficiency Plan would dramatically expand services to low-income families using federal and state welfare-to-work funds, mostly incentive bonuses earned by the county for successfully helping large numbers of welfare parents get jobs, said Sandra Semtner, chief of the special projects division for the county Department of Public Social Services. For the IDEA Program, qualifying households must be enrolled in a Family Self-Sufficiency (FSS) program through a local public housing authority, or in an Individual Development Account (IDA) program offered by either a nonprofit organization or one of the Bank's members. |
