EPA, a suit filed by 12 states and 13 environmental groups to require the EPA to enforce the federal Clean Air Act (CAA) in regard to greenhouse gases. The federal Clean Air Act set national air quality standards but allowed California to write its own, stricter standards with EPA approval, which is yet to come. The administration argues that the federal Clean Air Act gives it no power to impose such limits. |
