Limitations to successful investigation and reporting of foodborne outbreaks: an analysis of foodborne disease outbreaks in FoodNet catchment areas, 1998-1999. The current national system of surveillance for foodborne and waterborne diseases, CDC's Foodborne Disease Outbreak Surveillance System, began in 1966 to collect and evaluate data regarding foodborne-disease outbreaks, with an outbreak defined as the presence of two or more cases of a similar illness resulting from the consumption of a common food (Olsen, MacKinnon, Goulding, Bean, & Slutsker, 2000).
