Freedom of navigation between the Black Sea and the Aegean eventually was regulated by the 1936 Treaty of Montreux, still in force today.
These tricky questions might be addressed by the ambitious 1982 United Nations Convention on the Law Of the Sea (UNCLOS) treaty, which deals with such weighty issues as freedom of navigation, mining, fishing, pollution and piracy.
The right of Americans to freedom of navigation on the high seas and navigable waters to engage in commerce, fishing and recreation was embedded in the Constitution by the Founding Fathers.
