According to a recent 3PL survey by Cap Gemini Ernst Young (Detroit, Ml), the primary services contracted from 3PL providers include inbound and outbound transportation, cross-docking, warehousing, freight bill auditing/ payment, and freight consolidation and distribution. For the accelerated payment, USBank charges carriers a fee on a sliding scale, up to two percent of the freight bill. In response to the Panel's question of how this fraud could have occurred without management's awareness, Company representatives described the employee's scheme of adding relatively small amounts to bills, such as $1000 to the phone bill, $1000 to the freight bill, etc. |
