The GFOAT version, which was sent to the attorney general as an acceptable substitute for the industry-sponsored form, would have continued to absolve broker/dealers of responsibility for aspects of the investment policy over which they have no control or knowledge but would have had the dealers certify that they have determined that their recommendations are permitted by the investment policy.
The GFOA of Texas (GFOAT) contracted with the Government Finance Research Center of the GFOA to produce five examinations - accounting and financial reporting, budgeting and capital planning, cash management, financial administration and debt management - which GFOAT would use as part of its certification program.
The certification program gained momentum among the membership in 1987, when the GFOAT Board of Directors encouraged the Professional Development Committee to actively market and pursue membership interest in the program.
