The National Gender Plan of Action (1998-2003) has as a national goal "equal representation of women and men at all levels of decision making structures".
Directly related to the lack of leadership is the paucity of communications from Washington to USAID missions, bureaus, and partners about the existence of past women-in-development policies and, in particular, about the 1996 Gender Plan of Action.
In particular the National Gender Plan of Action calls for gender balance at all levels of government including cabinet by 2003
