According to the study, three-fourths of those who have participated in the county's Greater Avenues for Independence (GAIN) program are unable to find jobs good enough to lift them above the poverty level.
MAXIMUS has provided case management services to Orange County since 1993, originally under the Greater Avenues for Independence (GAIN) program.
