It is the first time FEMA has made such a buyout offer to mudslide victims though its Hazard Mitigation Grant Program, which in recent years has been used to relocate people living on flood plains in the Midwest.
The funds, given through the Federal Emergency Management Agency's Hazard Mitigation Grant Program, will be used for the construction of an underground drain system and debris basin to move water runoff from the Live Oak Springs Canyon area to the Santa Clara River.
