Third, Canadian governance of health research involving human subjects lacks "virtuous learning loops" by which the various actors involved can learn from their successes and failures. Support will be provided for training developing-country health professionals working at institutions conducting biomedical, behavioral, or public health research involving human subjects, and for ethicists or philosophers from developing countries with an interest in biomedical/clinical research. There is, then, room for provinces to follow the example of Quebec by establishing regulations for ethical health research involving human subjects. |
