High incidence disabilities rely more heavily on human judgment in the diagnostic process as IDEA stipulates that a team of education professionals determine whether students meet certain inclusionary and exclusionary criteria by category.
Sabornie, Cullinan, and Osborne (2005) conducted a meta-analysis comparing the academic achievement of three groups of students with high incidence disabilities (learning disabilities, mild intellectual disabilities, and emotional/behavioral disabilities).
During that first year, the grant recipients will begin upgrading their teacher preparation programs with research-proven strategies designed to improve outcomes for children with high incidence disabilities.
