The highway trust fund is what pays for federal highway, bridge and transit-system improvements.
Since ordering a halt in new highway contracts in July because of the crisis in the federal highway trust fund, the highway department has been using the $5 million grant as a 'revolving fund,' paying contractors from it and then restoring the money as the Bureau of Public Roads pays for its share of the work done.
The Highway Trust Fund is funded from federal highway user tax receipts and is the principal mechanism for funding federal highway programs.
