McKeon, a member of the House National Security Committee, estimates that the military needs about $80 billion to bring readiness back to an appropriate level.
A House National Security Committee report found five battalions of infantry undermanned; it also found 134 tank crews and 199 armored-vehicle crews that were undermanned or unqualified.
Its $23 million annual budget equals just half a percent of the cost of weapons not requested by the Department of Defense but nonetheless added to DOD's fiscal 1996 appropriation by the House National Security Committee.
