In a letter to the House Appropriations subcommittee overseeing foreign aid, Schiff criticized President Bush's proposal to cut $3 million from the Asia Foundation, as well and to reduce funding to the Human Rights and Democracy Fund and to programs that promote democracy in Serbia and the former Soviet Union.
The Department of State provides assistance directly through grants from programs like its Human Rights and Democracy Fund, which has more than tripled in size between 2001 and 2004, rising to $43 million.
Not less than $10,500,000 of the funding in subsection 526(a) and not less than $7,000,000 of the funding in subSection 526(b) shall be made available for the Human Rights and Democracy Fund of the State Department's Bureau of Democracy, Human Rights and Labor to support the activities in subSections 526(a) and (b).
