Convention Against Illicit Traffic in Narcotic Drugs and Psychotropic Substances, the INCB claims that all nations are obliged to enact laws that prohibit inciting or inducing people "by any means" to "use narcotic drugs or psychotropic substances illicitly. In order to ascertain whether the objectives of the international conventions are being met, the INCB may investigate all aspects of the licit activities related to drugs, as well as government action to counter illicit trafficking and abuse. The INCB strives to restrict the availability of drugs to medical and scientific purposes, prevent their diversion into illegal channels and combat illicit trafficking. |
