After intensive negotiations, IPC regained control of the southern oil fields in a new agreement initialed in 1965 but lost these rights after passage of Public Law 97 in August 1967, which gave INOC exclusive rights to develop all the territory expropriated under PL 80.
The Iraqi National Oil Co, or INOC, was set up in 1964 but ousted leader Saddam Hussein scrapped the company in late 1987.
When the KRG gave Khurmala to KNOC in early November 2007, Baghdad strongly protested the move as this was listed in the draft federal law's Appendix A as being reserved for exclusive development by the proposed INOC.
