The appeals court held that the Roman Catholic prisoner's practice of his religion, which compelled him to abstain from all meat on all Fridays and during Lent and to avoid the meat of four-legged animals, was substantially burdened under the First Amendment, RLUIPA, and IRFRA by the requirement that he document that his preferred diet was compelled by his religion.
