But at a final meeting of the IRTB regional minister Nick Brown forced the group to allow him to chair the meeting, and ordered the board to immediately recommend "easy win" schemes which could be paid for out of the underspend.
Government recently responded positively to a recommendation from the IRTB in the North-East to add two major transport projects to the region's infrastructure investment programme, acknowledging that the board would need to closely monitor spend profiles to ensure that they remain within budget.
A motion to Castle Morpeth Council on Thursday says the IRTB decision has caused uncertainty and calls on the Government to recognise the strategic importance of A1 dualling north of Morpeth by placing it in the national roads network budget "as a matter of great urgency".
