Interbasin transfers are when water is taken from one river system, used, treated and then deposited into another, usually because it's closer.
City of New York, the Second Circuit Court of Appeals addressed the applicability of the permit system to an interbasin transfer.
Although, at first blush, the interbasin transfer of water seems to degrade the ecological system from which the water is to be withdrawn, upon closer inspection such transfer may prove better ecologically than the current system.
